Veezu applies for York private hire licence amid business acquisition

An application has been submitted to York’s Licensing and Regulatory Sub-Committee for a new private hire operator’s licence by Veezu North Ltd, trading as “Veezu”.
The company is seeking to operate from 39 Layerthorpe, York, where the premises currently hosts Drive Private Hire Ltd.
The application follows Veezu’s move to purchase the existing business at the same location. Due to licensing legislation, operator licences are non-transferable, requiring a new application in such cases.
The premises already holds planning consent for use as a private hire base and would continue operations on a 24-hour, seven-day-a-week basis if the licence is approved. Veezu has submitted policies covering health and safety, safeguarding and data protection as part of its application package.
The Council is required to assess whether the applicant is a “fit and proper person” to hold such a licence. Veezu North Ltd currently holds 115 private hire operator licences across the country, including nearby authorities such as Leeds, Doncaster and Wakefield.
City of York Council’s revised Taxi Licensing Policy, which came into effect in November 2024, allows the authority to attach conditions it sees fit to any licence issued. The licensing legislation also permits the subcontracting of bookings to other licensed operators under the Deregulation Act 2015, including those based outside York.
No public consultation is required for such applications. The committee has the option to grant the licence for the standard five-year term, approve it with additional conditions, or refuse the application if the applicant is not deemed fit and proper.
A decision on the licence will be made at the committee meeting scheduled for 28 April 2025.
