PLYING-FOR-HIRE, FARE PRICING AND INSURANCE: TfL launches consultation on regulating London’s Pedicabs

Transport for London (TfL) has unveiled proposals to introduce the first-ever regulations for pedicabs operating in the capital. The move comes as concerns grow over inconsistent fares, passenger safety, and antisocial behaviour associated with the unregulated service.


Currently, pedicabs are the only form of public transport in London without regulatory oversight. This has led to reported instances of overcharging, safety concerns, and complaints about disruptive behaviour, including loud music and reckless driving. TfL’s proposed regulations aim to tackle these issues, prioritising the safety of passengers and pedestrians while ensuring fairness and accountability in the industry.

Under the plans, all pedicab drivers would be required to hold a one-year licence, meet strict safety standards, and undergo criminal background checks. Drivers would also need to demonstrate an understanding of their responsibilities and hold adequate insurance. Vehicles would face regular inspections to confirm they are safe and roadworthy.


TfL is also proposing fare structures for the first time, with options including time-based, distance-based, or zonal pricing models. This would address the current lack of consistency in pedicab charges.

The proposals extend to tackling noise and antisocial behaviour, with potential restrictions on playing loud music, especially during late hours. Enforcement of these new rules would fall under TfL’s remit, with costs recovered through licensing fees.


The consultation covers pedicabs carrying paying passengers, including so-called “party bikes”, but excludes freight or personal-use vehicles. TfL is also inviting feedback on how future pedicab innovations should be regulated to maintain safety standards.

Members of the public are encouraged to provide input through TfL’s consultation, which remains open until 7 March 2025. The feedback will shape the final regulations, with a second consultation possible if further refinements are required.
