New streamlined TfL DBS update service brought in, but delays and problems remain for taxi drivers renewing their licence



Since 26 February 2024, Transport for London (TfL) has introduced a policy requiring all licensed taxi drivers renewing their licences to subscribe to the DBS Update Service. This move aimed to streamline the process by eliminating the need for new DBS checks at every renewal, provided drivers adhere to the guidelines.


However, problems and delays have persisted since its arrival. The key requirement is retaining a unique identification number, with the service automatically updating each year. Driver representatives have reminded cabbies that TfL will be alerted to any convictions from the past three years, which could lead to licence revocation or further action under existing policies.

The Licensed Taxi Drivers’ Association (LTDA) recently urged its members to ensure compliance. According to Anthony Street, an LTDA Executive, some drivers have already experienced delays due to non-compliance. Drivers renewing their licences but failing to subscribe to the service have faced challenges that could otherwise have been avoided.


Delays in licensing have affected drivers across London, including those who followed the new rules. Many drivers have struggled to secure proof of licence status, which is essential for renting cabs or working with app-based platforms.

Anthony Street said in TAXI Magazine: “LTDA members who have recently applied for a licence renewal but have not subscribed to the DBS Update Service must contact us immediately to avoid issues later on. We have encountered cases where members have failed to comply, which can lead to delays. Although this process was introduced ten months ago, many drivers who followed the rules are still awaiting their licences due to unforeseen delays.

“This situation has created significant stress, particularly for those needing evidence of their licence status to rent cabs or work with app-based services. The LTDA successfully secured temporary measures for 95 per cent of our members, allowing them to continue working while their licences are being processed. TfL has confirmed this arrangement via email, ensuring members avoid financial hardship.”
