Luton’s black taxi numbers to rise following demand review

Luton Borough Council has approved a gradual increase in the number of licensed hackney carriages operating within the borough over the next three years.


The decision, taken at the Administration and Regulation Committee meeting on 14 January 2025, follows an independent review of taxi services.

The current cap of 170 vehicles will be raised to 185 by 2028, a move intended to address specific needs identified by the review.


The study, conducted by transport consultants LVSA between February and July 2024, found no significant unmet demand but highlighted several factors affecting taxi availability, particularly at peak times and key locations.

The review considered both observed and potential demand for hackney carriage services. While the return of demand at Luton Airport played a pivotal role in maintaining overall service levels, challenges at public ranks and reduced weekend availability highlighted areas for improvement.


Despite the report confirming the absence of significant unmet demand under Section 16 of the Transport Act 1985, the council chose a managed increase. The phased rise aims to enhance service provision without destabilising the market, particularly as demand trends evolve.

Drivers will also see a £73 surcharge added to licence fees over the next two years to cover the cost of the demand study. This measure, according to the council, ensures costs are equitably borne by the trade.
