GMB union ‘welcomed progress’ as TfL issues temporary private hire licences on the back of delays

GMB union have ‘welcomed progress’ after Transport for London (TfL) agreed to issue short-term private hire vehicle (PHV) driver licences to address the delays affecting driver renewals and new applications.
The move follows discussions with PHV unions and associations, who represents a large number of private hire drivers in the capital. Licensing backlogs have placed financial strain on drivers unable to return to work while awaiting application processing.
TfL said it would now issue temporary three-month licences to existing PHV drivers who have submitted complete renewal applications and meet all the necessary requirements, including passing security and medical checks. These short-term licences will allow drivers to continue working while TfL works through the remaining backlog.
The delays stem from the introduction of a new licensing software system in February and the impact of a previous cyber incident. While the majority of drivers were not affected, TfL acknowledged the disruption for those with incomplete applications or new applicants waiting for approval.
To ease the pressure, TfL has increased staffing and prioritised renewal applications. Discussions with GMB and other driver groups have also helped shape a more responsive approach.
The proposed rise in licensing fees has also been postponed, with the decision now set for review by the TfL Finance Committee in July.
Simon Rush, President of GMB’s Taxi & Private Hire Drivers Branch, welcomed the progress and said the temporary licences would help get drivers back on the road. He also noted the financial difficulty many had faced due to the delays.
Rush said: “This is very welcome progress, and we hope temporary licences will get drivers back on the road.
“We are pleased to see TfL reconsider the licensing fee increase, particularly given the financial hardship that drivers have endured due to these delays.
“Drivers should never be left in limbo due to administrative issues.
“We will continue to work closely and collaboratively with TfL, with a view to getting the best outcome for our members.”
