Cross border rule and rising cost pushes Warrington Council to review taxi CCTV policy in new public consultation

Warrington Borough Council is seeking views from drivers and the public on proposed changes to its taxi licensing policy, with particular focus on its approach to in-vehicle CCTV.


The council is considering moving from a mandatory to a discretionary CCTV installation policy for licensed taxis. The move would bring Warrington in line with many other local authorities across the country.

Since 2016, Warrington has required CCTV in all licensed taxis, one of the first councils in England to do so. The measure was introduced to improve safety for both passengers and drivers. However, the council says it is necessary to review the policy in light of changing national legislation and operating conditions.


A key issue is the increasing number of taxis licensed outside Warrington but operating within the borough. These vehicles are not subject to Warrington’s CCTV requirements, limiting the effectiveness of the current mandatory rule.

Changing booking habits and financial pressure on drivers have also influenced the review. The council notes that the cost of installing CCTV makes licensing more expensive in Warrington than in neighbouring areas. It wants to balance safety with affordability for drivers.


The proposed revised policy would make CCTV installation discretionary, with operators still able to fit cameras if they follow proper data protection rules. Drivers with existing CCTV can continue using their systems during and after the consultation, subject to final decisions.

While the consultation is ongoing, the mandatory requirement is temporarily suspended for new and replacement vehicles. The council confirmed that its wider driver and vehicle suitability checks will remain in place, including national database reviews for previous licence refusals or revocations.


The consultation is now open, and all stakeholders are encouraged to provide feedback on the changes.


Cllr Hans Mundry, Warrington Borough Council Leader and cabinet member for transport, said: "We value the essential service our taxi trade provides to residents, workers, and visitors and the important role local companies play in our transport network.

“Regular reviews of our taxi licensing policy help ensure it remains relevant and proportionate in a changing landscape and balances the needs of the trade with our commitment to public safety.


“This consultation includes a proposal to move away from mandatory CCTV in taxis, a change intended to reflect evolving circumstances and align with practices in other areas. However, this proposed change does not reduce our dedication to protecting the safety of both drivers and passengers.


“We encourage everyone to review the proposed changes and share their views. Your feedback will help shape a licensing policy that effectively serves Warrington while prioritising the safety and well-being of all those who rely on our taxi services."
