Council proposes new taxi policy where operators MUST inform passengers of allocated out-of-area driver

Lichfield District Council has proposed an out-of-area policy to inform passengers of cross border activity, and suggested vehicle age limits should be scrapped for electric taxis.


The council are aiming to strike a balance between public safety and the sustainability of the local taxi industry. The existing policy, which was approved in April 2022, is now under review to incorporate updated statutory guidance and best practice standards.

One of the main objectives of the new policy is to streamline the regulation process while ensuring that both passengers and taxi operators benefit from the changes. Among the proposed updates is a more concise policy layout, designed to be user-friendly, with detailed procedures and conditions now moved to appendices. This allows for easier updates without requiring a full policy review.


The application process for taxi drivers is also set to become more efficient. Applicants will need to have all necessary documentation ready before completing the online form, which is expected to reduce the time taken to issue licences.

Further changes include a new requirement for operators to inform customers when their journey will involve a driver or vehicle licensed by another authority. Additionally, the policy proposes to adjust the age limits for vehicles, recognising advancements in vehicle maintenance and the longevity of modern cars. Notably, hybrid and electric vehicles will not have an age limit, provided they pass the necessary compliance tests.


In a move to strengthen enforcement, the revised policy will replace the existing penalty point system with a suspension scheme for drivers and vehicles that breach conditions.


The Council is now inviting feedback on these proposed changes. Stakeholders have until 5pm 1 October 2024 to submit their views via the Council's feedback form.
