Conwy Council look to bring in formal taxi driver dress code to improve standards and professionalism

A new policy outlining updated rules for taxi and private hire drivers in Conwy is set to be reviewed by the General Licensing Committee in September. The proposed changes include a formal Code of Conduct and Dress Code, designed to improve industry standards, safety, and professionalism.


The policy follows guidance issued by the Welsh Government and the Department for Transport (DfT). The DfT’s updated “Statutory Taxi and Private Hire Vehicle Standards” and the Welsh Government’s “Harmonisation of Taxi and Private Hire Vehicle Licensing in Wales” report recommend a more consistent approach across local authorities. Conwy Council is now drafting a single policy document that will bring together its existing regulations, procedures, and best practices into a unified framework.

The draft policy includes a new Code of Conduct and Dress Code, which will apply to all private hire and hackney carriage drivers licensed in Conwy. If approved, these standards will be added as an appendix to Conwy’s Private Hire and Hackney Carriage Policy.


The proposed Dress Code sets out detailed expectations for drivers’ appearance, aiming to maintain a professional image and ensure passengers can easily identify licensed drivers.

Key requirements include:

  • Shirts or blouses with a collar, which must be clean and in good condition.

  • Trousers, tailored shorts, or skirts, of an appropriate length and fit.

  • Footwear that covers the heel and toes, ensuring safety and comfort.

  • No sportswear, including football shirts, tracksuits, or beachwear.

  • No clothing with offensive language or imagery.


The Dress Code does not require a uniform but sets a minimum standard of smart-casual attire to promote professionalism within the trade.

The draft policy is scheduled to be presented to the General Licensing Committee in September. Consultation has already taken place with key stakeholders, including councillors, legal services, and regulatory officers.


The policy is expected to support public safety, improve the reputation of licensed drivers, and provide consistency across the industry. If approved, the new Code of Conduct and Dress Code will become a formal part of Conwy’s licensing framework. Further steps will be determined following the committee’s review.
