Chichester taxi and private hire driver fees set for another big rise

Chichester District Council is pushing ahead with another increase in hackney carriage and private hire licensing fees.
The proposed changes, discussed at the General Licensing Committee on 5 March 2025, are aimed at addressing a financial shortfall and ensuring the service remains self-sustaining.
A review of licensing costs has revealed a projected deficit of £23,700 by the end of the 2024/25 financial year. This follows a broader trend of rising operational costs, with inflation and service demand continuing to grow.
The council last increased fees in 2024, introducing a 37% rise over two years in response to a significant funding gap. Even with these measures, the latest financial analysis suggests further adjustments are needed.
The proposal now under consultation includes an additional 10% rise in all licensing fees for the 2025/26 financial year. This increase is designed to bring the service closer to a cost-neutral position, ensuring that income from licensing fees fully covers the expense of administering the system.
The council is also looking to introduce new charges for administrative processes not previously billed, such as issuing replacement licence parts following a Home Office work status check.
Data shows a notable rise in private hire activity in the district, with the number of private hire vehicles increasing from 332 in 2020 to 493 in late 2024. Hackney carriage numbers have declined over the same period, with just 23 now in operation.
Public consultation will be required for the latest 10% increase. The council will advertise its proposed changes for 28 days, allowing time for objections. If representations are made, they will be considered before a final decision is taken.
If approved, the increases will add between 26p and 49p per week to the cost of various licences, depending on their type and duration.
