Black cab drivers hit with incorrect Congestion Charge fines despite exemption



London’s black cab drivers are facing a wave of incorrect Penalty Charge Notices (PCNs) related to the Congestion Charge.


According to taxi associations, representatives have confirmed that there is an issue with the Transport for London (TfL) system, resulting in licensed taxi drivers receiving fines they shouldn’t have.

The Licensed Taxi Drivers Association (LTDA) has responded swiftly, urging members not to phone in but instead to send their PCN reference and cab registration details via email. The LTDA has assured drivers that they are handling the situation directly with TfL.


Similarly, the London Cab Drivers Club (LCDC) has reported an increase in calls from drivers concerned about both Congestion Charge and Ultra Low Emission Zone (ULEZ) fines. The LCDC clarified that drivers need not take any action, provided their vehicle was licensed at the time the ticket was issued. These erroneous tickets will be cancelled automatically.

London’s iconic black taxis are exempt from both the ULEZ and Congestion Charge as long as the vehicle is fully licensed. This exemption recognises the critical role black cabs play in the city’s transport network and their adherence to strict emissions standards.


However, due to a technical glitch, some drivers are being mistakenly targeted by these charges. Both the LTDA and LCDC are working to ensure drivers aren’t penalised unfairly during this period of disruption.

A Licensed Taxi Drivers Association (LTDA) spokesperson said: “CONGESTION CHARGE! There is an error on TfLs system and lots of members are receiving Penalty Charge Notices for Congestion Charge.


“Please do not call us, email PCN reference & Cab registration to LTDA and we will deal with it for you.”


A London Cab Drivers Club (LCDC) spokesperson said: “Quite a few calls regarding ULEZ and Congestion Charge tickets issued in error.


“You do not need to do anything these tickets will be cancelled as long as your vehicle was licensed at the time.“
