NO COOPERATION: Luton private hire driver hit with £1,596 bill after driving away from council officer

A Luton-licensed private hire driver was prosecuted after refusing to provide his badge details during checks at Milton Keynes Central Station.

A private hire driver licensed by Luton Borough Council has been ordered to pay £1,596 after being found guilty of obstructing an authorised licensing enforcement officer.

The incident took place at Milton Keynes Central Station on 9 December 2025, when a Milton Keynes City Council enforcement officer approached a private hire vehicle during routine licensing checks.

Driver Mohsin Kazmi, from Luton, was asked to provide details of his private hire driver badge. He failed to supply the information and drove away from the officer.

Milton Keynes City Council launched an investigation, identified Kazmi and brought the matter before Milton Keynes Magistrates’ Court. He was subsequently convicted of obstructing an authorised officer.

The court imposed a £770 fine, a £308 victim surcharge and £518 in prosecution costs, bringing the total financial penalty to £1,596.

Luton Borough Council has been informed of the conviction and is considering whether further action should be taken against Kazmi’s private hire driver licence. Any licensing action would be separate from the penalty imposed by the magistrates.

Councillor Sam Crooks, Cabinet Member for Regulatory Services, said: “Drivers are expected to cooperate regardless of where their licence was issued.”

He added: “If drivers obstruct our officers or fail to follow the rules, we will investigate and take action. Public safety will always come first.”
